Annual Mid-Season Tournament
Rules
The tournament will take place on October 6th at the Valley Center Elementary, Middle School and Cole Grade Park fields in accordance with VCYS rules and the following amendments. Field schedules and game times are posted on the website http://www.vcys.org/. 1. RULES - The Tournament shall be governed by the following:A. The current version of “Laws of the Game” as published by FIFA B. Modifications as approved by CYSA – South C. These special tournament rules as adopted by Valley Center Youth Soccer D. In case of conflict, these special rules shall prevail. E. The Board of Directors may make any decision it deems necessary, at any time, to preserve the integrity of the tournament and Spirit of the Game. 2. GENERAL REQUIREMENTSA. Coaches (including assistant coaches and parents giving instructions) and substitute players shall remain within the Coaching Zone/Technical Area during the game, the area ten yards on each side of the halfway line and one yard back from the touch line. All other spectators will remain outside this area. B. The field referees shall maintain control of the league provided game balls of the appropriate size. It is suggested that each team also bring a game ball. C. Coaches shall be responsible for cleaning up their area after each game. (Please bring trash bags.) 3. PLAYERSA. Only Recreational players regularly rostered on each team may play. B. Player forms/medical releases must be on-hand for each player. C. All players are required to use shin guards at all times – NO shin guards – NO play. D. The minimum number of players required to start a game is noted below. E. The referee’s decision is final regarding player’s equipment and safety. 4. GAMES All games Semis Finals Min PlayersDivision 2/3: 35 minute game n/a 10 min O/T 7 Division 4B: 30 minute game n/a 10 min O/T 6 Division 4G: 30 minute game n/a 10 min O/T 6 Division 5B: 25 minute game n/a 5 min O/T 6 Division 5G: 25 minute game n/a 5 min O/T 6 Division 6B: 20 minute game n/a 5 min O/T 6 Division 6G: 20 minute game n/a 5 min O/T 6 All overtime periods are full play. No Golden Goal. A) Games are played according to the posted schedules. B) Games must end on time, regardless of start time. There is a minimum 5-minute break between games. C) Clock is a running clock for pool play games, NO add-on time. Semis and Finals add-on time is at the discretion of the referee. D) Coaches must have their teams ready to take the field 10 minutes before the scheduled game time. E) Substitutions are according to FIFA’s Laws of the game, with the referee’s permission. Any player who is cautioned must leave the field until the next available substitution. The player does not need to leave the field if it would drop the team below the minimum number of players allowed. F) All games are deemed to have started at the scheduled time. Any delay in start time, or delay of play, for any reason, shall be deducted from the time of the game involved, not from any following game. If a team is not able to field the minimum number of players, within 10 minutes of the scheduled start time, then it forfeits the game. Any team or league administrator may act as coach for the game. 5. SCORINGA. Maximum: 7 points per game Win: 3 points Tie: 1 point (a 0-0 tie does not qualify for Shutout points) Shutout: 1 point (a 0-0 tie does not qualify for Shutout points) Goals: 1 point ea. to a maximum of 3 points per game Forfeit: 4 points B. Winner Determination
i. Winner based on total points ii. 1st tie breaker based on head to head score iii. 2nd tie breaker based on number of shutouts iv. 3rd tie breaker based on fewest goals against v. 4th tie breaker based on goal differential after applying league’s “Goals For” Limitation Rule vi. Kicks from the Penalty Mark in accordance with “FIFA Laws of the Game”
i. Scoring Rules 5.A and 5.B.1 are applied to each team to determine placement in semi-finals and finals. Four team divisions go directly to a final, there are no semi-finals. ii. Winners of the 1st and 2nd place semi-final games meet in the Championship Game. iii. The winner of the Championship Game is the division champion, scoring for Championship Game is based on normal game play scoring. iv. Semis or Finals ending in a tie game go to the applicable Golden Goal overtime periods. v. In the event of a tie, procedures as outlined in “FIFA Laws of the Game 2009/2010” – Kicks from the Penalty Mark shall be followed. C. If for any reason a team withdraws from the tournament even after playing a game, it forfeits all of its remaining games and any game(s) already played, resulting in four (4) points awarded to each team scheduled to be played. 6. CONDUCTA. Coaches are responsible for the conduct of their players, parents and fans on their sidelines. Players, coaches, parents, and fans shall conduct themselves in a proper and respectful manner. Anyone using alcohol, tobacco, or drugs, yelling profanities, making obscene or offensive comments or gestures, or conducting themselves in a manner, which the Referee or any Valley Center Board member deems inappropriate or an interference with the integrity of the game shall be asked to leave. The Referees and VC Board Members shall have the final authority for the enforcement of this rule. Refusal to comply or repeated infractions may result in disqualification of the team. B. If a player or coach is ejected from a game for misconduct, he or she will be ineligible to participate for the remainder of the Tournament. 7. PROTESTSA. No protests will be accepted. The referee’s decisions are final. B. The referee’s judgment with regard to the happenings and occurrences related to the conduct of the game, the physical condition of the field and its acceptability for play and those prerogatives granted the referee by the “Laws of the Game” will not be challenged. 8. WEATHER Rain or other weather conditions during the Tournament shall not delay play unless the referee deems the field unsafe. In the event of such a delay or cancellation, make-up games may be re-scheduled at the discretion of the Valley Center Youth Soccer Board of Directors. |
